Javier Rodriguez

Biography: Mr. Javier Rodriguez, P.E., has been the Florida Department of Transportation District Six Transportation Systems Management & Operations (TSM&O) Program Engineer since 2015. Mr. Rodriguez is responsible for managing the TSM&O program for Miami-Dade and Monroe Counties, which includes traffic management, incident management, traveler information and arterial management services. In his role at FDOT, he has deployed some of the most innovative projects in the state, including Florida’s first multi-modal managed lanes project, 95 Express.

Mr. Rodriguez is currently leading District Six’s expansion into connected and automated vehicles (CAV) strategies. Mr. Rodriguez has been in the transportation field for over 24 years. He has been recognized with some of the industry’s highest awards by Florida’s Section ITE, the Intelligent Transportation Society of Florida, FDOT District Six, and most recently won the 2023 Council Impact Award by National ITE. Rodriguez has been an adjunct professor at the University of Miami since 2012, teaching transportation related courses. Mr. Rodriguez received his Bachelor and Master of Science degrees in Civil Engineering from Florida International University (FIU) in 2001 and 2003.

Biography: Dr. Mehta is a highly accomplished scientist in the Dept. of Ocean Sciences, where he oversees research activities, personnel, and instrumentation at the SUSTAIN facility. With over 14 years of experience in teaching, research, and administration, he has collaborated with the US Navy on Coastal Land Air Sea Interaction (ASIS buoy) deployments (2021-2023) and is currently working with the US Army Corps of Engineers on DARPA projects. He joined the Dept. of Civil Engineering in the fall 2024 as an instructor for the Mechanics of Solids-I (Statics)

Dr. Mehta’s research focuses on air-sea interaction physics, wave dynamics, boundary layer fluid mechanics, optical flow visualization, and platform development. He holds a Ph.D. in Applied Marine Physics from the University of Miami (2019) and a Master's degree from the Indian Institute of Technology Delhi (2012). He was a summer exchange fellow at the University of Cambridge in 2018. Prior to joining SUSTAIN in 2015, he taught undergraduate courses such as Mechanics of Solids, Fluid Mechanics, Thermodynamics, and Heat Transfer at Manipal University, Jaipur (2012–2014).

Dr. Mehta has received numerous prestigious awards, including early career travel awards from the University of Miami, an ONR graduate fellowship (2015–2019), a NASA scholarship for the SOLAS summer school (2018), and a fully funded scholarship for his master’s in India. He has 10 peer reviewed journal publications and has presented over 25 posters and oral talks in various conferences around the globe.

Nicholas Karpathy

Biography: Mr. Karpathy is a licensed civil engineer and an Envision Sustainability Professional based in South Florida. His specialties include land development, drainage, and utility project management, subconsultant management, contract negotiation and administration, value engineering, and quality control. Mr. Karpathy’s technical and management experience includes the planning, design, modeling, permitting, and construction administration of private and public site civil/land development projects, stormwater drainage networks, collection and transmission sewer mains, distribution and transmission potable water mains, pump stations, and traffic calming improvement projects. His portfolio includes work across the United States including Florida, Georgia, Louisiana, Illinois, Michigan, Ohio, and more varying in scale from utility service repairs to multi-phased greenfield developments spanning tens of acres.

Aside from his work directly in the AEC industry, Nicholas is a lecturer in the University of Miami College of Engineering Civil and Architectural Engineering (CAE) Department. He currently teaches the senior design/capstone course in the CAE Department.

Nicholas is also an active member of the South Florida community through the American Society of Civil Engineers (ASCE), Florida Engineering Society (FES), and Greater Miami Chamber of Commerce (GMCC).His previous community leadership roles include Miami-Dade ASCE Utility Engineering and Surveying Institute Chair, Miami-Dade ASCE Branch Treasurer, Miami-Dade ASCE Branch Secretary, Miami-Dade ASCE Branch Vice President, and Florida Section ASCE Government Relations Committee Chair. He has also regularly volunteered his time as a mentor to students in civil engineering in South Florida through FES and fundraised for student scholarships.
